A comprehensive resource centre for PHV drivers in Singapore by Carro

Driving as a Private Hire Vehicle (PHV) driver in Singapore offers flexibility, financial opportunities, and the chance to meet new people every day. Whether you’re just starting out or looking to improve your operations, this guide is designed to be your one-stop resource for navigating the world of PHV driving in Singapore.

What is a PHV?

First, let us define what exactly constitutes a Private Hire Vehicle (PHV).

  • A PHV is a vehicle that is used for hire and reward, meaning it is used to transport passengers for a fee.
  • Unlike taxis, PHVs cannot wait at taxi ranks or be flagged down by passengers on the street.
  • PHVs must be pre-booked by passengers.

Understanding the PHV landscape in Singapore

Singapore’s PHV industry is vibrant and competitive, with platforms like Grab, Gojek, and others serving millions of riders every day. As a PHV driver, you’re not just offering a ride; you’re providing a service that demands reliability, professionalism, and excellent customer care.

With more commuters relying on ride-hailing services, there is an ever-increasing demand and a steady flow of earning opportunities. However, the industry is highly competitive, and staying informed about market trends, customer expectations, and regulatory updates is crucial to staying ahead.

Technology also plays a key role in the success of a PHV driver. It is important that the platform you choose to work under is keeping up in terms of technology. Utilizing digital tools and navigation apps can help optimize routes, manage bookings efficiently, and enhance the overall customer experience.

By embracing technology and maintaining high service standards, drivers can maximize their earnings and build a strong reputation in the industry.

Navigating Regulations and Compliance

As a PHV driver in Singapore, staying compliant with local regulations is non-negotiable. Familiarize yourself with:

  • LTA Guidelines: Keep updated on the latest regulatory changes and requirements issued by the Land Transport Authority.
  • PHV Insurance Requirements: Ensure your insurance covers PHV operations. This not only protects you but also builds trust with your passengers.
  • Safety Standards: Adhere to all safety protocols, both for your benefit and that of your passengers.

Embarking on your journey as a PHV driver involves several steps. Below is a step-by-step guide to becoming a full-fledged PHV driver:

What is a PHV driver license?

You need a Private Hire Car Driver’s Vocational License (PDVL) from the Land Transport Authority (LTA) to operate as a PHV driver in Singapore.

The basic requirements for a PDVL are:

  • Be at least 30 years old at the point of application
  • Be a Singapore Citizen
  • Have a valid Class 3 or 3A Singapore driving licence for a continuous period of at least 1 year at the point of application
  • N/O Level English grade D7 and above OR Workplace Literacy Assessment (WPL) pass

Do I need PHV decals?

All PHVs must display a pair of tamper-evident decals at the front and back windscreens of the vehicle. The decals are not transferrable across vehicles, and must not be removed unless the vehicles cease to be chauffeured private hire cars.

On top of the current vehicle inspection fee, vehicle owners will have to pay an additional inspection fee of $11.99 (inclusive of GST) for the decals.

It is an offence under the Road Traffic Act to:

  • Tamper with the decals, including reattaching decals which have already been tampered with
  • Remove the decals when the vehicles are still registered as chauffeured private hire cars
  • Provide, or accept chauffeured services with tampered decals or without decals

Decals that are damaged must be replaced at any Authorised Inspection Centre within three calendar days.

Private Hire Vehicle Requirements

Whether you’re renting or buying, your vehicle must meet specific age, condition, and safety standards. These conditions are often set by the government as well as by the PHV platforms themselves.

You will have to send your cars for annual inspections with the LTA to ensure roadworthiness and emission standards. The LTA does not restrict the brand, make, or model of cars that can be registered as a PHV. However, certain PHV operators may impose their own restrictions on the type of vehicles they allow on their platforms. You may wish to get in touch with the operators directly to check their requirements.

Registration with PHV Platforms

After familiarising yourself with the various laws and regulations of the industry, you’ll want to sift through the various PHV platforms available in Singapore. Eg. Grab, Gojek, Tada to name a few.

Each platform has its own onboarding process, which might include background checks and vehicle inspections.

In the process of making your choice, you’ll want to pay close attention to:

  • Brand and its trustworthiness
Users are loyal to a particular PHV brand and tend to stick to it. Make sure you’re picking one whose values you align with.
  • Pricing and transparency

Another crucial factor to consider when choosing a PHV company is the transparency and upfront nature of their pricing. Hidden costs and unexpected charges can significantly impact your earnings as a driver. Pick one where you’re happy with the fees and charges.

  • Support system
You’ll want to speak to friends and future colleagues to know more about the ins and outs of a particular PHV platform. Think about the insurance and maintenance coverage, support given to drivers etc.

Choosing your vehicle

After you’ve decided on which PHV platform to join and determined their respective vehicle requirements, you’ll want to think about choosing your vehicle. Take this step very seriously as it has huge implications. Both on your profit margins (think fuel efficiency and vehicle maintenance) as well as your daily comfort and happiness. Don’t forget, you’ll be spending most of your day in your PHV, treat it as your mobile office.

New car vs used car: Evaluate whether to buy a new car as a PHV driver. You’ll want to consider fuel efficiency and vehicle maintenance.

Carro provides both options. Opt for Carro New Cars for competitive financing, or consider a well-maintained used vehicle from our selection of Carro Certified cars.
